We prepare and manage all local council submissions, planning permit applications, shadow diagrams, and RFI negotiations, taking administrative complexity off your plate.
Step 5: Detailed Design & Documentation
Once town planning is approved, we finalise construction drawings, detailed joinery elevations, structural engineering specifications, and full material selection schedules.
Step 6: Procurement & Tendering
We pull quantity takeoffs and source competitive quotes from our trusted trade partners, securing best-value pricing and quality materials.
Step 7: Construction & Project Management
Physical delivery begins on-site. Led by a dedicated Project Manager and site supervisor, we manage all construction phases under strict quality checks, providing weekly photo updates.
Step 8: Handover & Warranty
We complete structural occupancy approvals, a thorough client walkthrough, minor defect rectifications, and formal keys handover — followed by statutory builder warranties.

Step 4: Procurement & Scheduling
Materials are ordered, subcontractors are scheduled, and the construction program is locked in for efficient delivery.

Site establishment, temporary services, and foundation works commence with OHS controls and site safety protocols in place.

8-Step Journey
Our Defit & Make Good Process
A defit is the removal of a tenant's fitout. Make good is the contractual obligation in your lease to return the tenancy to an agreed condition before you hand back the keys. They are not the same thing, and the difference is usually worth tens of thousands of dollars. This is how AxisPro delivers both in Victoria.
Step 1: Lease & Obligation Review
We start with the document that creates the liability, not the site. We read the make good or reinstatement clause, the incoming condition report, the landlord's fitout approval drawings and any side deed or licence, and establish in writing what “original condition” means for your tenancy — including whether you owe a cold shell, a warm shell, or a return to the fitout as approved. Those three are different jobs at three different prices.
What we watch for: A make good obligation in Victoria comes from your lease, not from statute. Two tenancies in the same building can owe completely different work.
Step 2: Site Inspection & Condition Survey
We walk the tenancy against the base building drawings and separate what you installed from what was always there — partitions, ceilings, floor coverings, joinery, supplementary air conditioning, data, signage, slab and wall penetrations. Everything is photographed and scheduled.
What we watch for: Base building elements you were never responsible for routinely end up inside a landlord's make good claim. This is the survey that takes them back out.
Step 3: Hazardous Materials Assessment
Before anything is touched we consult the building's asbestos register and, where none exists or the tenancy has been altered since, arrange a hazardous materials survey. Findings are priced into the scope rather than discovered halfway through the strip-out.
What we watch for: Under Part 4.4 of the OHS Regulations 2017 (Vic), asbestos likely to be disturbed must be identified before demolition or refurbishment begins. Unlicensed removal is capped at 10 m² of non-friable material and one hour in any seven days; all friable asbestos requires a Class A licensed removalist. WorkSafe must be notified at least five days before licensed removal. This is the most common reason a make good budget doubles.
Step 4: Scope, Pricing & Landlord Agreement
We convert the survey into a defined, fixed-price scope and put it to the landlord, their agent or centre management for written agreement before a tool goes on site. Where it serves you better we price and argue the alternatives — a cash settlement in lieu of works, or leaving elements in place for an incoming tenant.
What we watch for: The scope you agree is the scope you pay for. An unagreed make good gets negotiated at the end, under time pressure, against your bond. Retail tenancy disputes in Victoria are mediated by the Victorian Small Business Commission before they reach VCAT — this step exists to make that unnecessary.
Step 5: Permits, Approvals & Site Setup
We confirm what the works actually trigger, obtain the building permit where one is required, and set the site up — building management induction, protection of base building finishes, lift and dock bookings, SWMS and certificates of currency. In a trading centre we programme around the centre's hours: night works, staged access, hoarding and noise windows agreed with centre management up front.
What we watch for: Non-structural alterations are generally exempt from a building permit under Schedule 3 of the Building Regulations 2018, but anything affecting structural soundness is not — and demolition brings section 29A of the Building Act 1993 into play. Victoria's building regulator is the Building and Plumbing Commission.
Step 6: Service Disconnection & Decommissioning
Licensed trades isolate and decommission electrical, data, plumbing, gas, mechanical and fire services back to the base building, issuing certificates as they go. Fire and emergency systems are reinstated to the building's essential safety measures.
What we watch for: A Certificate of Electrical Safety is a legal requirement for the work, and work on safety services is prescribed work carrying a mandatory inspection. Landlords ask for these at handover — a defit that cannot produce them is not finished.
Step 7: Strip-Out, Demolition & Waste Management
The tenancy is stripped in sequence — loose fitout, joinery and services first, then partitions, ceilings and floor coverings — with materials separated at source for recycling. Waste is classified, moved by permissioned transporters, and every load is docketed.
What we watch for: Under the Environment Protection Act 2017 you carry a general environmental duty, a duty to classify industrial waste, and a duty to seek alternatives to landfill for priority waste. The dockets are your evidence — and increasingly what a corporate landlord's ESG reporting asks for.
Step 8: Reinstatement, Clean & Sign-Off
Penetrations are patched, ceilings and floors made good, walls painted to base building specification, base building services reinstated and the tenancy professionally cleaned — including pest treatment where the centre's handover conditions require it. We attend the landlord's final inspection with you.
What we watch for: The bond is not released against a clean floor. It is released against evidence.

How long does it take?
A small retail tenancy is usually days rather than weeks. A fitted-out office floor is typically one to two weeks. What moves it: asbestos findings, permit requirements, centre access restrictions, and how long the landlord takes to agree the scope. We give you a programme with the fixed price, not after it.
What drives the cost?
Six things move a make good price: the size of the tenancy; whether you owe a cold shell, warm shell or a return to approved condition; hazardous materials; how much of the base building was penetrated; whether the work can run in normal hours; and how much of the fitout can be recycled rather than dumped. We price all six before you commit.
